host-agent: use plugin dirs
use plugin dirs to do work, so it is not hardcoded anymore
Update: much better solution, hooks shall be configurable in rpad, so plugin dirs are not required, instead any programs can be called
think about difference of calling a program and sourcing bash code, the latter would have the possibility of accessing values in arrays or dicts

config shall support hook plans -
implement passing hook plans to host-agent -
remove hard coded stuff from host-agent and implement plan parser and plan execution -
add generic hooks to it own sub-package or directly to host-agent package
